Description:
The City of Placentia seeks competitive proposals from qualified architecture firms to provide fully permitted and approved engineered improvement plans, bid documents, and technical specifications for the construction of the new Placentia Public Safety Center. The new facility will be built at the Placentia City Yard located at 2999 East La Jolla Avenue, Anaheim, as depicted in the attached preliminary site plan. The facility will house evidence and property collected by the Placentia Police Department, the City’s 911 Public Safety Communications Center, and a shooting range. The City has undertaken some preliminary space planning and prepared conceptual floor plans for the facility understanding that space utilization and floor plans may change during the final design of the facility. Conceptual floor plans have been attached to this proposal. The City envisions constructing a two-story building with an approximate 7,500 square foot footprint, 7,500 SF second floor and on-site parking. In addition, the facility will include a 2,860 square foot 3-lane shooting range. The geotechnical analysis and report as well as a Phase I Environmental Analysis report have already been completed for this project and are attached to this RFP for reference.

Approximately 5,500 square feet on the ground floor of the building will be dedicated for property and evidence storage, 800 square feet for the Public Safety Communications Center, along with the shooting range noted above. Additional floor space will be provided for employee breakrooms, restrooms, conference/classrooms and office space. The City envisions utilizing a combination of solar and battery storage systems for the building’s energy needs paired with highly efficient mechanical systems. The Consultant shall seek out and apply for all applicable energy rebates the City may be entitled to receive for installing this type of equipment along with any other available rebates for sustainable building design such as SCE’s Savings by Design Program.

The professional services for this project require a full-service architecture firm with experience in designing public safety facilities and the ability to deliver a wide range of services including, but not limited to space planning, architectural design services and assemble a qualified subconsultant team to provide all associated civil, mechanical, electrical and structural engineering services, bidding and construction assistance (including but not limited to shop drawing review and responses to requests for information) and preparation of a complete Plans, Specifications, and Estimates (PS&E) package.

The City’s total budget for this project inclusive of soft costs and contingency amounts to $7.5 million. It is the City’s plan to issue Lease Revenue Bonds to finance the cost of this project.

It is the proposer's sole responsibility to monitor this website for possible addenda to this RFP. Failure of proposer to retrieve addenda from this site shall not relieve the proposer of the requirements contained therein. Special Requirements:
Proposals must conform to the requirements of this RFP and must be submitted in a sealed envelope to the Public Works Department no later than 5:00 P.M., Thursday, April 22, 2021.

The City reserves the right to waive any irregularity in any proposal or to reject any proposal that does not comply with this RFP. The City alone, using criteria determined by the City, will select the qualified firm and/or consultant

Miscellaneous:
The successful consultant to whom the contract is awarded shall, within ten (10) days after being notified, enter into a contract with the City for the work and shall furnish all required documents necessary to enter into said contract. Failure of the successful consultant to execute the contract within said ten (10) days shall be just cause for the City to contract with the next ranked consultant.
