The City of Placentia is seeking a qualified, professional, engineering firm to provide preliminary engineering design and environmental analysis for the Atwood Multipurpose Trail that is located just south of Orangethorpe Avenue between Jefferson Street and Lakeview Avenue in Placentia.

The City of Placentia will utilize Bicycle Corridor lmprovement funds through the Federal Aid Congestion Mitigation Air Quality (CMAO) Program to complete preliminary engineering and environmental studies for this Project. As federal funds are expected, the design and environmental certification must be completed to the satisfaction of the California Department of Transportation (Caltrans)

The professional services for this project require a full-service firm with the ability to deliver a wide range of services including, but not limited to: trail design and approach, roadway engineering, quantity calculations, environmental surveys, preparation of environmental documents (CEQA/NEPA), preparation of permit applications to other agencies (Army Corps of Engineers, California Department of Fish and Wildlife, and Regional Water Quality Control Board), right of way engineering, utility coordination, hydraulic and hydrology analysis, geotechnical engineering, topographic and boundary surveying.

The environmental Consultant, in partnership with the engineering firm, shall prepare the necessary National Environmental Quality Act (NEPA) and California Environmental Quality Act (CEQA) documents to satisfy the requirement of the project.

ln early 2019, City of Placentia submitted an application to Orange County Transportation Authority (OCTA) for allocation of CMAQ funds towards the Atwood Multipurpose Trail Project. On June 10, 2019, OCTA approved the City's request for an allocation of $280,000 of federal funds for the preliminary engineering and environmental analysis phase. The City's contribution towards this study will be $70,000 which will provide a total of $350,000 in total for this study. Caltrans is the administering agency for this program and as such, this project requires a firm with thorough knowledge of the Caltrans Local Assistance process and Caltrans environmental procedure.

Proposals must conform to the requirements of this RFP and must be submitted in a sealed envelope to the Public Works Department no later than 5:00 P.M., Thursday, April 29, 2021.
