Robert “Bob” McKinnell has served as the Placentia City Clerk since his appointment by the City Council in April, 2019.
Bob’s goal serving as the City Clerk is to operate the Clerk’s office in an efficient and responsive manner as well as support the city in its outreach to the community by making available to Placentia’s citizens timely, relevant information regarding city government and its activities.
Bob has been a resident of Placentia since December, 1985. Bob retired from the aerospace industry in 2010, after a 33 year career during which he was employed by the Hughes Aircraft Company and the Raytheon Company. His professional experience included participation on, and leadership of, teams performing the system design, manufacture, and operational support of advanced electronics systems produced for the United States government. His final position prior to retirement was serving as the Director of Engineering Services for the Advanced Concepts and Technology Office of Raytheon’s Space and Airborne Systems Division.
Since his retirement from the aerospace industry, Bob has supported the PYLUSD as a substitute teacher at the middle school and high school levels as well as serving as a volunteer coach for the El Dorado Science Olympiad Team.
Bob holds a BS in Electrical Engineering from Washington University (St. Louis), a MS in Electrical Engineering from the University of Southern California and a Masters Degree in Business and Public Management from Rice University.
Bob McKinnell served the city of Placentia as the volunteer chair of the Placentia Citizens’ Fiscal Sustainability Task force for 2 ½ years. As a result of that group’s efforts, the city produced for the first time in its history a comprehensive, long-term financial forecast that supported the City Council in establishing priorities to improve the long-term financial stability of Placentia. In February, 2019 Bob was appointed to be a member of the Measure U Citizen’s Oversight Committee which is charged with overseeing the proper use and disbursement of funds generated from the Measure U Transactions and Use Tax.
Bob has served as a GATE volunteer at Wagner Elementary School, a JUSA volunteer coach and referee, and a charter organization representative for the Boy Scouts of America. He is also active in his church having served a variety of leadership positions including Leadership Council Chair, Treasurer, and Ministry Lead.
Bob has been married to his wife, Kathy, for 33 years. They have three grown children who are all products of PYLUSD and graduates of El Dorado High School.
